Since his integration into the Ocean Decade Alliance in 2023, at the invitation of UNESCO, the President of the Republic, José Maria Neves, has assumed a leading role as Patron of the United Nations Decade of Ocean Science for Sustainable Development (2021–2030), projecting Cabo Verde as an active and credible voice in global ocean governance. Even prior to this appointment, Neves had already placed the ocean at the heart of his vision, drawing attention to the blue economy and to the need for Cabo Verde to strengthen its relationship with the sea as a pathway to sustainability. It was this forward-looking vision that led to UNESCO’s distinguished invitation, which he embraced with commitment and a strong sense of purpose.
As Head of State of a Small Island Developing State, the President of the Republic has consistently underlined that ocean preservation is an essential condition for life, sustainable development and the security of future generations. His central message rests on the need to connect science, public policies, education, innovation and community participation, promoting an integrated, inclusive and science-based approach.
In fulfilment of this commitment, José Maria Neves has, over the past four years, promoted a national cycle of Ocean Decade Conferences, held on the islands of Praia, São Vicente, Sal and Fogo, bringing together political decision-makers, scientists, young people, civil society and international partners. These meetings have contributed to strengthening ocean literacy, scientific cooperation and national mobilisation around the protection of the seas.
The Ocean Decade Conferences affirm a clear and shared vision: there can be no sustainable development without healthy oceans, nor lasting solutions without international cooperation, accessible science and the active involvement of communities.
Continuing this journey, the President of the Republic announced the holding of the 5th Ocean Decade Conference, to take place on 23 and 24 July on the island of Boa Vista, reaffirming Cabo Verde’s commitment to the implementation of the Ocean Decade and to the strategic role of island States in responding to global challenges.
As Patron of the Ocean Decade Alliance, José Maria Neves reaffirms his conviction that the future of the oceans is inseparable from the future of humanity, advocating collective action grounded in science, solidarity and shared responsibility.
